    N/A, FMT 2  is used throughout.

    It depends on which point.  The worst case is that COM is
lost in between the commands to reboot the BEP and the BEP is left
halted.  At any other step, loss of COM would just mean that the
patches have not been loaded into memory OR the patches have been
loaded and we have not had a chance to activate the patches by
rebooting.

    N/A, CAP does not expect either.

    BEP is left halted.
