Updates to the Load Review

I have thought over some of the checks we do by hand and would like to add the following items. Click on the item to get a description and pseudo code:

• Reading and comparing the diagnostics.
• Reading and comparing the NIL ER.
• Window block checks.
• Buffer clearing checks.
