Ben,

Since the intention of Sherpa is to be a general-purpose fitting tool, it
doesn't convolve with a PSF by default.

You can use the INSTRUMENT (aka RESPONSE) command to define a convolution
kernel - see the Sherpa manual available at
   http://asc.harvard.edu/ciao/documents_manuals.html
for more details.
