you should be able to just do

or even just of course
dmcopy "acis_evt2a_ccd5.fits[time=:65966680,65967880: ...]" result.fits
note that you probably can't use spaces after the commas, the parser
is finicky about that.
The dmgti program has a different syntax, it was developed for another
purpose (long story), I think there you have to do things like time>=value,
and so on. But you don't need to use it to do a simple time filter,
simply using a direct CXC DM filter on the event file should give
you the results you want
