Ed,

By default CIAO produces images using the ~1/2 arcsec pixel size, but you can
bin to finer resolution by setting the step-size to a value < 1:

$ dmcopy acis_evt2.fits"[bin x=3999.5:4099.5,y=3999.5:4099.5]" img1.fits
$ dmcopy acis_evt2.fits"[bin x=3999.5:4099.5:0.25,y=3999.5:4099.5:0.25]"
img2.fits

results in img1.fits being 100 x 100 pixels and img2.fits being 400 x 400
pixels.

So, you can just create an image using smaller pixels and then smooth that.
Or is this not quite what you want?
 
Note that you should specify the limits of the axes otherwise youcan easily
create extremely large files! It might be easier to create a filtered event
list for the region of interest, then bin that.
