updated ACIS backgrounds for year 2000

Dear Chandra users,

New ACIS background files for period C (Feb-Nov 2000) are available.
They include a version processed by the Penn State CTI corrector.
Also, for ACIS-S, pointings toward North Polar Spur are now excluded
(thanks to a number of people who pointed this out), with a couple of
others added instead. The same sets of observations are now used for
different chips as much as possible, so that if needed, one can try
modeling the Galactic soft excess/deficiency w.r.t. these background
files using the outlying regions of the FOV. For BI chips, the light
curve is now cleaned using the 2.5-7 keV band (instead of 0.3-10 kev)
which is more sensitive to the most frequent flare species. Other
periods will be similarly updated in the near future.

While these files are on their way to the CALDB (except probably the
corrector-processed files), they can be downloaded from
http://cxc.harvard.edu/contrib/maxim/acisbg/.

Let me know of any problems (in particular, I haven't run any
meaningful tests on the CTI-corrected files since I don't use it
myself).
