CIAO 2.3 patch and CALDB 2.18 released November 12

++ The CIAO 2.3 patch is now available to download from:

http://cxc.harvard.edu/ciao/download_ciao_reg.html

The new CALDB 2.18 is also available to download from the same location.

This release includes upgrades to acis_process_events and mkrmf which
can now be used to apply the ACIS CTI (charge transfer inefficiency)
adjustment procedure.
