longer ACIS-I backgrounds

Dear ACIS blank-sky background users,

I've added new data to the main ACIS-I "period D" dataset
(December 2000 -- now), so it is now 1.5 Msec long for chips
01236. Gain and t_gain files are now the same as in the
latest version of CALDB.

Note that 2/3 of the data in the new file come from 2004
when the background has started to rise (without the change
of the spectral shape), so the average rate in the new file
is higher by 10% compared to the earlier version.
