CIAO Software bug: the mkrmf tool

This bug report applies to RMF files made with mkrmf for some Chandra
observations taken prior to 2000-01-29. It is a new bug to CIAO 4.3
that was not present in CIAO 4.2.
The bug results in corrupted CHANNEL data in the EBOUNDS extension. The
data can still be filtered, modeled, and fit correctly in Sherpa, as
Sherpa uses the CHANNEL information from the related spectrum file, not
from the RMF itself.
