At shift start we are LOS - next contact expected at 20:20

The P9 load contains ORs that request a 20 arcsec amplitude dither for
the HRC that have requested frequencies (0.3313 degrees/s) that
violate CARD Restriction HRC-R-004 (cannot be less than 0.36 degrees/s). 
The violation shows up as a critical error in OR/ER translation but
this does not prevent the DOT and subsequent load from being
generated. Setting the frequency to be above this limit would violate
the PCAD limitation on the maximum rate (0.22 arcsec/sec) if we kept
the 20 arcsec amplitude. The HRC team pointed out that the CARD limit
was set somewhat arbitrarily and that they would like to keep the 20
arcsec amplitude and but use the requested frequency. A CAP has been
generated to allow the load to be used with the violation and for
subsequent loads to allow frequencies as low as 0.18 degrees/s. We
will submit the paper work to modify the CARD item (HRC-R-004) to half
the frequency restriction and an ECR that would modify the OFLS syntax
rules. 

A CAP for HRC shutter focus (#356) was generated. This uses a script
to uplink commands to the HRC that will select one of the two HRC
shutters and move it a selected number of motor steps away from its
"Home" limit switch. A CAP has been generated to place the new script
under CM control at Revision 3.1.

CAPs 351-356, for HRC real-time activities, have been approved.
