NOTES/ISSUES/PROBLEMS

Load p19 is scheduled to start at 1999:272:22:00:00.0 

As of 1939 PCAD will go ahead to do the maneuver to E0102. There were
some peculiarities in the gyro bias after safe mode, but they are
confident that it will work. It is a pure yaw maneuver. We estimate
being ready for the observation in about 1/2 hr.
