NOTES/ISSUES/PROBLEMS

Used CAPs 446A and 447 to load patch 39 to ACA PEA and dump
PEA patch table. This is the fid light rate patch, to provide 
immunity to cosmic ray disturbances to fid light tracking.

During the momentum dumping, it was noted that the 
dither was strongly disturbed. However, average dither 
rates should be maintained.
