Calculating the time to clear the buffers:

Currently, we simply check to confirm that we have 3 minutes from a
stop science to an OBSID change. This happens regardless of the format
we are in.



The assumption would be 4096kb in the telemetry science
buffers. Assume these are full. Then simply determine the rate via the
FMT and subtract that time from the buffer size.

Not easy, still working out pseudo code...
