Revised star and fid plate scale coefficients 2020
Summary
The star and fid light aca plate scale coefficients describe polynomials which convert from CCD (row, col, ACA housing temperature)
to (Y_angle, Z_angle). In 2020, a recalibration was performed to reduce increasing error due to increasing ACA housing temperature.
