Bugs: save_state, load_state, & state files

Bugs fixed in CIAO 4.5

The following is a list of bugs that were fixed in the CIAO 4.5 software release.

Annotations are not always stored in correct data system by save_state

Arbitrary ticks are not saved in python script

The make_script command does not save the values of the arbitrary ticks, only their location.

The save_state command does not correctly save the ticklabel.style setting.

System .chips.rc file out-of-date.

The .chip.rc that is copied to the users home direcotry the first time chips is started is out-of-date. It is missing the new preferences for the GUI. This does not affect the behavior of chips. Users who want to modify the preferences for the GUI can create an up-to-date file using the save_preferences command.
